Did you mistype your password the first time and then try to sign in immediately afterward? I've seen that trigger the rate limit sometimes; I just bumped it higher to compensate because it's kinda fuckin' annoying.
I mean, you can browse it on your phone if you really want to, but it's the https://old.reddit.com/ UI. More suitable for desktop usage.
