I have an entry level 3d scanner (creality ferret pro) and it's a lot more work scanning objects than it is to take the measurements and reverse engineer it from scratch. The big things that the scanner helps me with is matching surfaces (like a helmet for example, hard to measure round shapes with no good reference points) or for artistic prints (mini statue of yourself, anyone?)
The piece pictured doesn't look super complex, I would think you could model it fairly quickly once you get the hang of a decent cad program.
I use Siemens Solid Edge community edition, it's free and has everything I need and more.
